LABOUR DEPARTMENT

Provides strategic direction, leadership, legal and administrative support services to the ministry and the departments, including Ntlafatso Skills Training Centre.

  • Inspections: Labour inspections are conducted to ensure that employers comply with the National Labour Laws. The kind of issues that are examined at the work place are observance of hours of work; that workers are paid at the least the minimum wage.
  • Migrant Liaison: safeguards welfare of Basotho migrant workers in foreign countries by protecting their human and labour rights. The responsibility of safeguarding migrant worker’s welfare is extended to the dependants of migrant workers, who get assistance on any matters related to the employment of their spouse, e.g. accessing benefits they are entitled to
  • Workmen’s Compensation: effectively and efficiently administers the Workmen’s Compensation Trust Fund (the Fund) on behalf of the beneficiaries (compensation for injuries and diseases benefits and related deceased estates) so that they get their benefits on time.
  • Occupational Safety and Health: This is a specialized unit that deals with investigation of workplace injuries and diseases, reports and analyses such incidents, reduce accidents at workplace and to ensure compliance with provisions in the labour law.
  • Registrar of Trade Unions and Employer's Organizations: registers and regulates employer and employer organizations.

DIRECTORATE OF NATIONAL EMPLOYMENT SERVICES

The main functions of the Directorate are to register job seekers, obtain vacancies and identify other opportunities so as to facilitate the entry and re‐entry of work seekers into the labour market. Employment Services is supported by two main pillars: The ‘Employer Services’ and ‘Job Seeker Services’.

NTLAFATSO SKILLS TRAINING CENTRE

Is responsible for developing and delivering appropriate skills and to build capacity at the National level for supplying required skills to the Labour Market. The centre offers the following programmes; Carpentry, Plumbing, Motor Mechanics, Building, Panel beating, Sewing and Catering.

LABOUR COURT AND LABOUR APPEAL COURT

The Labour Court promotes Industrial Peace and Harmony through Adjudication of Labour Disputes. It is a specialized Court. It is Tripartite in nature in that, in all its sitting there are two Assessors chosen from the Trade Union movement and Employer’s Organizations. This ensures representation of both concerned sectors in all decisions of the Court.

DIRECTORATE OF DISPUTES PREVENTION AND RESOLUTION (DDPR)

The main functions of the DDPR as set out by the Law are as follows:

  • To attempt to Prevent and Resolve Trade Disputes through Conciliation;
  • To resolve Trade Disputes through Arbitration;
  • To advice Employees, Employers and their Organizations on the prevention of Trade Disputes; and
  • To compile and publish information about its activities, statistics on disputes prevention and resolution and significant Arbitration Awards.
